Harvey Flax is a Director of Business Development at ICE Futures U.S., which is part of Intercontinental Exchange, Inc. (NYSE: ICE).

In this role, he oversees product and market development for U.S. Interest Rate financial futures, including the ICE U.S. Conforming Mortgage Rate Lock Futures and the Risk Free Rate Benchmark product, ICE SOFR Futures. Flax is also responsible for the ICE Futures Europe Interest Rate financial products suite in the U.S., and represents ICE on the Alternative Reference Rate Committee (ARRC) Working Groups.

Prior to joining ICE (as part of the NYSE Euronext acquisition), Flax was an Executive Director at Morgan Stanley for over 20 years, managing the firm’s U.S. short term secured (Repo) funding desk.
